Hi-Security Perimeter Access Control

Unitel (a VOSB) and LC Government Service Group, Inc (a SDVOSB company)  are affiliated in a teaming effort to provide the Defense and civilian contractor industry with a full range of active and passive vehicle barriers, anti-ram barriers and hi-level security fencing meeting ASTM standards for perimeter security.  

For several years K-12 level was the DOS standard for hi-security vehicle crash testing of perimeter barriers, but as of 2003 the government agencies dropped the K rating standards and the Army Corps of Engineers working with ASTM developed ASTM F 2656 as the new standard for hi-security crash barrier, penetration performance ratings to better prevent attacks on facilities by moving vehicles. K-12 and related terminology ratings are being uniformly replaced in the United States by the new ASTM 2656, but will continue in use for the near future.

Key Principals

Unitel

William P. Callahan, President, is a recognized security expert on anti-terrorism consulting projects worldwide.  He is a member of The London Security Group, London, UK on terrorism issues and formerly served in the U.S. Department of Justice.  He is a constituent member of the U.S. State Department’s Overseas Security Advisory Council (OSAC); a member of the Association of former intelligence officers (AFIO – NY Chapter); Association of the United States Army and the Association of the United States Navy.  He is a U.S. Navy veteran.  

Mr. Callahan has been actively involved in the New York City Construction Trades industry. From 2005 – 2010 he was the Federal court appointed Independent Investigator to the New York City Carpenters Union. In that role he interfaced daily with large construction management companies, union workers and city, state and federal officials on aspects of construction jobs and job site activity within the City of New York.

In their affiliation, LC Government Service Group, Inc and Unitel provide design, procurement and installation services to the military and civilian construction sectors for perimeter security for government facilities, airports and other industrial sites.

Mr. Celentano has over thirty years experience in the automotive industry particularly in finance, engineering design and sales.  Mr. Celentano headed up Unitel’s joint venture with a Russian Army jeep manufacturer in Russia to convert and sell their jeeps overseas as a civilian model to the private sector.  Mr. Celentano studied mechanical engineering at New York University and owned Mercedes Benz dealerships.

Mr. Celentano served in the U.S. Air Force and is a VA certified disabled veteran. He is the President, COO and majority shareholder of LC Government Service Group, Inc., a SDVOSB company.
