In March 1997, UNITEL opened offices in Moscow, Russia to meet the growing needs of our international clients. As UNITEL grows and expands its security services on a global basis, we have entered into key Strategic Alliance relationships with leading professional consultants in a particular service or technology in specific global regions as well as adding new services to address emerging threats to business. UNITEL, in business since 1977 is a specialist leader in the security and risk management field. Anti-Terrorism Consulting As a result of the recent terrorist attacks in New York and Washington on September 11, 2001, UNITEL has formed an alliance of anti-terrorist specialists to provide immediate services to private industry, particularly those industries in aviation and airport services. This new strategic alliance of security professionals combines many years of government service and private sector experience. Not just American industry, but international organizations must now undertake unprecedented steps to address long neglected security concerns and lapses that must be improved. East Asia In SE Asia, we have recently entered into a joint relationship with Quest Research (sinogie.com) a leading security and investigative firm With offices in Hong Kong, Beijing, China, Indonesia, Dubai in the Middle East, Mumbai (Bombay) and Perth in Western Australia. This alliance with Quest provides UNITEL's clients the same professional results provided within the U.S. Quest management staff have all held senior positions with Asian and Honk Kong Police forces and intelligence services. UNITEL, headed by a former federal prosecutor with the U.S. Justice Department and Quest's vast law enforcement experience in Asia assists our joint clients with cost effective solutions to the most pressing and vexing problems facing companies doing business on an international scale, particularly in the areas of anti-terrorism consulting and vessel anti-piracy protection. Additional Affiliate Offices In 2004, we established joint strategic relationships with associates in
several new regions: The Caribbean, Italy (Venice) and France (Nice). Each
of these new affiliate offices adds to our worldwide ability to provide Computer Security Consulting In late October 2000, Microsoft Corp. stunned the world with an announcement that hackers had gained access to their new Office software products when their security personnel discovered internal passwords being remotely sent to an e-mail address in St. Petersburg, Russia. These intrusions allegedly went on for a period of possibly 30 days before being detected and the concern was whether or not Microsoft's "source codes" had been compromised. These codes are the "software blueprints" at the heart of certain programs and the matter is still under investigation by the FBI and Microsoft. This one incident confirms our concerns that no corporate computer system is safe – Microsoft of course has the resources to devote massive sums of money and technical teams to fight the problem, but the private business sector remains dangerously unprotected. Today, a company's computer systems are at the very heart of a company's operational nucleus and acts of Eco-terrorism, cyber-crime and just plain hacking can cause immense and permanent damage to these systems. To protect the business community against all types of computer related intrusions, both external and internal espionage, UNITEL has recently formed a Strategic Alliance with Stroz Associates, a market leader in the field of Computer Security consulting. Maritime Security Consulting To provide shipping companies and other maritime ventures protection against acts of "Piracy" on the high seas, UNITEL has recently formed a Security-At-Sea™ (SAS) Division. According to the International Maritime Bureau (IMB) in 1999, 285 attacks on ships in international waters occurred, a 40% worldwide increase in that year over previous years. More than two-thirds of these attacks occurred in Asian waters, outside the laws of any particular coastal state. While the ICC (International Chamber of Commerce) has called on many Asian nations to ratify the UN "Rome Convention" (Convention for the Suppression of Unlawful Acts against the Safety of Maritime Navigation), not all countries have signed on. SOLAS/ISPS Consulting Since 1977, UNITEL has been providing security and risk consulting services
to private industry. Since 9/11, emphasis has shifted dramatically to
securing the maritime industry, particularly merchant vessels and maritime
ports worldwide. In the wake of the terrorist events on 9/11/01, the IMO
(International Maritime Organization of the UN) opened the 22nd Assembly of
the IMO in November 2001 in which the Assembly agreed to convene a special
Conference in December 2001 on Maritime Security and to adopt new regulations
to enhance ship and port security and avert shipping from becoming a target
of international terrorism. Out of that Conference came changes to the SOLAS
Convention (The International Convention for the safety of life at sea) and
the adoption of the ISPS Code (International Ship and Port Facility Security This Code aims to establish an international framework for co-operation between Contracting Governments, Government Agencies, local administrations and the shipping and port industries to detect security threats and take preventive measures against security incidents affecting ship or port facilities used in international trade and to establish relevant roles and responsibilities at the national and international level. The Conference also adopted several related resolutions and amendments to chapters V and XI (now X1-1 and X1-2) of the 1974 SOLAS Conventions. Note, Under Chap. X1-2, the ISPS Code becomes mandatory on 1 July 2004. International Mariners and Ship owners should be aware that the U.S. Coast Guard Regulations, while endorsing many parts of the ISPS Code, has not adopted the Code in its entirety. Each vessel arriving in U.S. Ports must be aware of the applicable Coast Guard regulations, recently adopted in the Maritime Transportation Security Act of 2002. Port Security UNITEL's Maritime Security specialists provide security consulting services for clients concerned with security and safety of port facilities, oil storage areas, LNG off-loading facilities and floating platforms for off-shore applications, cargo and container facilities and other related concerns. UNITEL performs audit and security evaluations for clients needing appraisal studies of security and safety considerations in a particular port anywhere in the world. These audit studies provide client's management with needed information to assist operational planning, investment needs or negotiating points with municipal or governmental port operators. |
